Thread of Beads: An analysis of China’s renaming of 62 locations in the Indian State of Arunachal Pradesh since 2017

The issue brief delves into the contentious matter of China’s renaming of 62 locations in Arunachal Pradesh, India, which has escalated tensions between the two countries. This renaming, culminating in the release of an official map of South Tibet (Zangnan) by the Chinese Ministry of Civil Affairs on March 30, 2024, marks the latest development in a series of exercises aimed at asserting Chinese influence in the region.

The document highlights the significance of this renaming exercise within the broader context of Indo-China relations, drawing parallels to China’s strategic moves in the Indo-Pacific region, where it has established a “String of Pearls” to extend its influence. By standardising names and issuing official maps, China seeks to solidify its territorial claims and potentially pave the way for future administrative control.

Referred to as the ‘Thread of Beads’, this renaming strategy underscores China’s systematic efforts to encroach upon Indian sovereignty and establish a foothold in Arunachal Pradesh. This has been accompanied by longstanding tensions, including the issuance of stapled visas to residents of Arunachal Pradesh by China, indicating a pattern of provocations and challenges to India’s territorial integrity.

The brief outlines how China’s actions have far-reaching implications for India’s national security and its long-term development goals, particularly the vision for Viksit Bharat (2047). By propagating narratives about the alleged illegality of Indian occupation in South Tibet, Chinese media exacerbates tensions and increases the likelihood of confrontation in the region.

Drawing from open-source materials, including official communications from Beijing and trending Chinese articles, the brief provides insights into the motivations behind China’s renaming endeavours. Satellite imagery and official Indian government data are used to analyse the impact of these exercises on the ground, highlighting trends and patterns across the four renaming exercises conducted by China. With the case study of Tibet and Bhutan carried in understanding how China carries out these exercises to eventually annex and even occupy sovereign territory.

In conclusion, the issue brief underscores the gravity of China’s renaming efforts in Arunachal Pradesh and their broader implications for regional stability and India-China relations. It calls for a nuanced understanding of China’s long-term strategic objectives and emphasizes the need for proactive measures to safeguard India’s territorial integrity and national security interests.

In this episode Tenzin Pema la shares with us her journey from a young girl growing up in the Himalayas and how drawing inspiration from the legendary boxer Muhammad Ali she embarked on a remarkable journey into the realm of Mixed Martial Arts (MMA). During which she has won several medals representing India, the land of her birth.

In a recent demonstration of courage and determination, she prominently unfurled the Tibetan national flag at the Matrix Fight Night (MFN) 14 in Noida, India, drawing the admiration of thousands of Tibetan supporters who were there to support her in person. As she prepares for her upcoming bouts in the months ahead, we earnestly urge Tibetans and stakeholders alike to rally behind her endeavors.

Her journey is emblematic of resilience, highlighted by the daily trials she faces and the unwavering commitment to her rigorous training regimen, which serves as the cornerstone of her pursuit of excellence in the realm of Mixed Martial Arts (MMA). Beyond personal achievement, she vocalizes a profound aspiration: to not only represent the Tibetan community on the global stage but also to serve as a beacon of inspiration and empowerment. Through her participation in MMA and her determination to excel, she seeks to contribute meaningfully to the advancement and upliftment of her fellow Tibetans.
Moreover, she envisions leveraging her expertise to establish comprehensive training programs, fostering a new generation of skilled athletes and instilling values of discipline and perseverance within the Tibetan community.

“More than half of the world population goes to vote this year….” This was one of the major openings by the Chief guest of the 9th Raisina Dialogue, the Prime Minister of Greece Kyriakos Mitsotakis. This observation resonated deeply with me, as someone following the elections. It underscored a significant shift away from authoritarian regimes, emphasizing the empowerment of the masses to select their own leaders barring a few exceptions. As my native India gears up for elections commencing on April 19th, this sentiment holds particular relevance.

Attending my first Raisina Dialogue proved enlightening, as it lived up to its reputation as India’s preeminent geopolitical forum. The central theme, “Chaturanga: Conflict, Contest, Cooperate and Create” elucidated by Samir Saran, President of the Observer Research Foundation (ORF), in conjunction with the Ministry of External Affairs, encapsulated the multifaceted nature of global challenges. Across three days, discussions revolved around six thematic pillars: Tech Frontiers, Peace with the Planet, War and Peace, Decolonizing Multilateralism, The Post-2030 Agenda, and Defending Democracy.

One felt how India is taking the onus and clearly directing the ship with a clear ear for suggestions when it comes to Global South besides the ever presence of QUAD. The inclusive participation of diverse nations facilitated informal exchanges, laying the groundwork for official collaboration. Consensus emerged on the imperative to reform the United Nations, particularly the structure of the UN Security Council (UNSC).

However, amid these deliberations, the conspicuous absence of Chinese delegates, even from academia this time, loomed large. While a hawkish Chinese official might attribute this to the presence of Taiwanese delegates at the event, the absence underscores the strained India-China relations since the 2020 Galwan Valley Incident, officially labelled as “Abnormal” by the Indian Government. Regardless of this absence China seemed to be sprinkled and brought up in the various sessions that showcased how it loomed over the proceedings. The Indian Minster of External Affairs Shri Jaishankar expounded on “Mind Games” when it came to China and how it was preventing India’s entry to the permanent UNSC. Sujan Chenoy, former Ambassador of India and Director General of Mahnohar Parrikar Institute of Defence Studies and Analysis stated on Chinese influence on the maritime space and it contestation happening in the Indo-Pacific. General Anil Chauhan, the current Chief of Defence Staff of the Indian Armed Forces made it clear as to the long term challenges when it comes to China and how India must create capacities in every domain and not confiding itself to conventional warfare.

As a Tibetan, alongside my colleague Rinzin Namgyal, I anticipated engaging with participants and fellow Tibetans. However, to our disappointment, we appeared to be the sole representatives. This absence contrasts with recent calls within the Tibetan community for increased engagement with India's policymakers and think tanks. While virtual participation is an option, the value of in-person interactions remains undeniable. We did our best to represent Tibet and fill this gap here. We were able to meet several friends of Tibet including Paula Dobriansky, Lisa Singh, Nalin Kohli, Vijay Kant Karna, Amish Mulmi and several others all of whom echoed their support to Tibet and His Holiness the Dalai Lama in particular.

In summary, the Raisina Dialogue provided a platform to forge connections, deepen understanding, and showcase India’s vision of “Vishwamitra” (Global Friend). India’s proactive engagement, exemplified by its G20 Presidency in 2023, positions it as a crucial bridge between the Global South and North. This contrasts with China’s recent reticence, particularly evident since the onset of the COVID-19 pandemic.

Taking this opportunity I express my sincere gratitude to the Observer Research Foundation and the Ministry of External Affairs in bringing together this remarkable event which, convened thousands of global stakeholders, fostering critical discussions on geopolitics with the shared objective of advancing global welfare and cooperation.

Introduction:
The commemoration of the 70th anniversary of the National People’s Congress (NPC) stands as a pivotal juncture in the evolution of China’s political framework. Despite enduring perceptions characterizing the NPC as a mere rubber stamp institution, its historical trajectory reveals a substantive legacy of consequential deliberations. Premier Li Qiang’s delivery of the government work report during the second session of the 14th NPC underscores this significance, as it serves to delineate key policy initiatives and priorities of the state.
Furthermore, scholarly attention is merited towards the NPC’s policy directives concerning ethnic minority regions, indicative of China’s persistent endeavors towards societal cohesion through assimilative measures. Such analyses contribute to a nuanced understanding of the NPC’s multifaceted role within China’s political landscape and its implications for governance dynamics.

Government Work Report:
Premier Li Qiang’s presentation of the government work report on March 5th served as a focal point for highlighting a spectrum of policy measures. Significantly, the event was preceded by a pre-report seminar wherein insights from eight experts were solicited and incorporated.

Key highlights include:
1. The establishment of a GDP growth target for 2024 at approximately 5 percent, signaling a strategic trajectory for economic expansion.

2. Facilitation of over 12 million employment opportunities within urban sectors, aligning with objectives to bolster labor market vitality and sustain socioeconomic stability.

3. Implementation of targeted fiscal measures, including the issuance of special-purpose bonds for local government projects and ultra-long special treasury bonds, to optimize financing mechanisms and support infrastructural development endeavors.

4. Introduction of the AI Plus initiative alongside a concerted drive to foster innovation in disruptive technologies, underscoring commitments to technological advancement and competitive positioning in global markets.

5. Adoption of comprehensive measures to invigorate consumer spending and catalyze domestic demand, pivotal for fortifying economic resilience and ensuring sustained growth momentum.

6. Affirmation of national treatment principles for foreign-funded enterprises and active participation in international trade agreements, indicative of a steadfast commitment to fostering a conducive business environment and deepening global economic
integration.

7. Implementation of targeted risk mitigation strategies to address challenges pertaining
to property markets, local government debt dynamics, and the resilience of financial
institutions, aiming to safeguard financial stability and mitigate systemic vulnerabilities.

8. Prioritization of the energy revolution agenda alongside resolute opposition to external interference, reflecting a strategic imperative to enhance energy security and safeguard national sovereignty in economic decision-making.

Ethnic Minority Regions:
Ethnic minority regions are divided into cultivated (Shufan) and uncultivated (Shengfan) areas, with historical perceptions of hierarchies.

The plenary sessions for Inner Mongolia, Xinjiang, and Tibet shed light on regional policies:
1. In Inner Mongolia, the strategic objective is the integration of ethnic minority communities within the broader societal framework, concurrently prioritizing stability initiatives and countering separatist tendencies.

2. Xinjiang maintains a trajectory of assimilationist policies, with a particular emphasis on the Sinicization of Islam, coupled with efforts aimed at sustaining social cohesion and stability.

3. Tibet’s policy emphasis lies on fostering peace, stability, and development, notwithstanding environmental preservation challenges and the imperative of safeguarding cultural heritage amidst modernization efforts.


Observations and Analysis:
The proceedings of the National People’s Congress (NPC) and plenary sessions elucidate a sustained pursuit of assimilationist policies within ethnic minority regions. Guided by the leadership and ideological framework espoused by Xi Jinping, these initiatives prompt inquiries into their alignment with constitutional precepts and laws pertaining to ethnic autonomy. Notably, deliberations underscore the government’s concerted attention towards rural revitalization, modernization, and the pursuit of high-quality development as central tenets of governance priorities.

Conclusion:
The convening of the 14th National People’s Congress (NPC) second session underscores China’s steadfast dedication to fostering economic growth and ensuring stability.

Nevertheless, the deliberations on policies concerning ethnic minority regions illuminate persistent complexities in reconciling assimilation endeavors with imperatives of cultural preservation and legal autonomy. A nuanced comprehension of these intricate dynamics offers valuable insights into the prospective trajectory of China’s ethnic policies and their implications for the nation’s socio-political landscape.

With elections looming for more than half of the world’s population, the political landscape is in a state of flux. However, Tibet remains under the occupation of the People’s Republic of China (PRC), with the latest Freedom House report ranking it as the least free country/region in the world, scoring 0 out of 100. India, home to the largest Tibetan diaspora, is also gearing up for general elections, with various political parties announcing their candidates and 19th April being the day when the elections begin.

In response, the Foundation for Non-Violent Alternatives has come out Policy Briefs titled “2024 Election: Tibet in the Election Manifesto” for India’s two major national political parties, the Bhartiya Janata Party (BJP) and the Indian National Congress (INC), along with Key Takeaway points applicable to all major Political Parties of India.
These policy briefs urge political parties to include Tibet in their election campaign manifestos, building on past efforts.

Key Points highlighted in the briefs are:
I. Recognize Tibet’s strategic importance for India’s defense posture.
II. Encourage global cooperation on Tibet-related issues. Including dialogue between the two.
III. Advocate for the reestablishment of India’s mission in Lhasa; make the opening of Chinese offices in India conditional.
IV. Emphasize Tibet and the Himalayan region as India’s core interest.
V. Urge China for comprehensive information on hydropower projects, collaborative initiatives, and transparent environmental impact assessments.
VI. Demand a water-sharing agreement and the creation of an India-China Commission on Brahmaputra.
VII. Assert willingness to take the Brahmaputra water issue to international fora if necessary.
VIII. Reiterate India’s commitment to safeguarding Tibet’s religious and cultural identity.
IX. Pledge collaborative efforts to protect and promote Tibetan Buddhism.
X. Oppose outside interference in the Dalai Lama’s succession; offer support to the 15th Dalai Lama if in India.
XI. Promote interconnectivity and exchange along the Buddhist Himalayas.
XII. Work towards opening pilgrimage tourist routes, including Kailash-Mansarovar via Nathu-La and Demchok, and propose air and rail connections to Buddhist pilgrimage sites for the establishment of a Buddhist Circuit.

These points encapsulate central themes such as National Security, Policy for Himalayan States, Climate Change and Cultural Heritage, Buddhism, and the Succession of the 14th Dalai Lama.

We urge all stakeholders to utilize these policy briefs and key takeaways, urging political parties to prioritize Tibet’s issues on their election manifestos. Let’s bring Tibet to the forefront of discussions.

Thupten Rinzin provides a comprehensive account of his journey within the Central Tibetan Administration also known at the Tibetan Government-in-Exile since his induction in 2014, illuminating various avenues for involvement in civil service within it. Serving as the former Coordinator of the India Tibet Coordination Office, headquartered in New Delhi, he delves into the strategic initiatives devised to bolster support networks for Tibetans residing in India,
with a special emphasis on empowering the younger generation through targeted engagement programs.

Drawing from personal experience, Thupten Rinzin reflects on the transformative impact of the Tibetan Scholarship Program, an initiative spearheaded by the US government in collaboration with the Tibet Fund. As a beneficiary of this program, which facilitates the pursuit of higher education in the United States for Tibetan refugees, he highlights its
profound contribution to the holistic development of the Tibetan diaspora.

Despite transitioning from his role as Coordinator, Thupten Rinzin’s enduring commitment to the Central Tibetan Administration remains palpable. His ongoing efforts serve as a testament to the unwavering dedication towards advancing the interests of the Tibetan community and cultivating mutually beneficial partnerships for its sustained growth and prosperity.
