Chen Quanguo, Party Secretary of TAR recently visited the grassroot level cadres of Nyingchi Prefecture and investigated the work of stability in the region. He spent time at Tsewang Norbu’s home surrounded by Norbu’s family and relatives from the village and talked about their everyday affairs, their income and strategies for development.
He said that we must further study the spirit of the series of important speeches given by Xi Jinping, especially the important strategic thought of “To rule the country one must rule the borders, to rule the borders, we must first make Tibet stable” and the spirit of the important speech delivered by Chairman Yu Zhengsheng during the meeting through video conference on the occasion of the 20th Anniversary of the Central Party giving aid to Tibet. Chen Quanguo said “Let the activities of spreading education about the Mass Line of the Party be your motivation, promote healthy and rapid socio-economic development, maintain harmony and stability in the society and let people from every ethnicity enjoy the fruits of development and stability.” Tangdi village in the Bayi Township of Nyingchi prefecture is a well known “model village”. Chen Quanguo went to Tangdi village to get detailed understanding of the productive life of the masses, progress of building of the party at the grassroot level and the condition of the cadres stationed in the village. Chen Quanguo gave full approval to build “5 Star and 10 Star farmer party members”. Tangdi village has fully mobilised the party members to get richer, take a leap towards a well off society and to be enthusiastic about protecting harmony and stability. He said that the masses are the basis and the source of strength for the party to be in power. For realising development and stability, we have to rely on, organise and mobilise the masses, bring the hearts of the people together, tap their knowledge and use their combined strength.
Chen Quanguo browsed through the work log of the village party branch and the village committee meetings. He found that daily records were well maintained and every work was well organised. He was very happy with this said that although there is a long way to go, if one keeps walking one will make it; although the work is difficult, if one keeps doing it one will be successful. We the leaders of the cadres from every level and the party members take up this difficult job for serving the masses. With hard work we will get results at the ground level.
Chen Quanguo, asked the working group stationed at the village what work they had actually undertaken to help the masses and how long had it been since they met the masses. Chen Quanguo said that one has to understand the difficulties faced by the masses and learn from the masses. The platform of serving the masses is like a big classroom where one has to face hardships, face the world and develop one’s abilities. He hoped that everybody would utilise this rare opportunity of being stationed at this village in the best possible manner, become one with the people of the village, develop feelings for the villagers by interacting with them on a daily basis, develop the ability of serving the masses better and make the relation between the party members and the cadres more intimate.
Chen Quanguo encourages Tsewang Norbu, a villager good at making money to serve as the role model to the party members and lead the path of many more villagers, showing them how to become richer. He warned the comrades of the village party branch to be strictly up to the mark, guarantee quality and actively develop a strong team of party members. He asked them to pay special attention and see if they had a firm political stand, “see to it that the villagers who were capable of getting richer, become members of the Party. Improve education and training, improve the quality and strengthen the base of the Party in Tibet.”
At the civilian police station of the Bayi Township, Chen Quanguo shook hands with the Civilian and the Armed Police on duty. He greeted them and got a clear picture about the defense equipment they had. Chen Quanguo was extremely happy when he came to know that the number of criminal cases and public security related cases within the administrative unit of that particular police station had dropped to a large extent and that the sense of security and satisfaction among the people had been fostered. He hoped that everybody would be alert at all times, improve training, improve quality of work; continuously improve their ability of serving the masses, attack illegal activities and maintain stability. “Make the people richer and maintain peace”, said Chen. Thereafter, Chen Quanguo went to the Shuang Yonglu community of the Bayi Township to see how the work of “Joint Household” was progressing. The representative from the community said that the “Joint Household” system has fully developed. The common people say that previously they used to view their neighbours through a peephole, but now they help each other and are as close as a family. Chen Quanguo said that the unfolding of the “Joint Household” work brought out the opinions and demands of the households, the desires of the masses were fulfilled and role of the masses was given full play to. We must sincerely sum up the experience of this success and create a harmonious, stable, blissful and beautiful new life. Closely link management and service and see to it that every area is well administered and well served. During the investigation, Chen Quanguo gave full approval to the results of development and stability that was achieved in the Nyingchi Prefecture.
