Raidi (Vice Chairman of the Standing Committee of the 10th NPC) left Tibet for Beijing a day ago. On Sep 25, Party Secretary Chen Quanguo, Padma Choling (Vice Secretary of TAR Party Committee, Chairman of TAR People’s Congress), Liang Tiangeng (Standing Committee Member of the TAR Party Committee, Head of the TAR Organisational Department), Wang Ruilian (Standing Committee member of the TAR Party Committee, Secretary General) etc. gave Comrade Raidi a farewell party. Chen Quanguo thanked him (Comrade Raidi) for his visit to Tibet and asked him to come and visit his native more often. He also thanked him for his valuable concern, support and guidance to Tibet.
“As an old leader of Tibet, he has deep feelings for the people of Tibet, attaches high importance to the work of Tibet and has made great efforts. During this visit to Tibet, he carried out further investigation and research at the grass root level, came into exclusive contact with all spheres of people in the society, actively participated in every activity and gave powerful support to the work of development in Tibet. We are confident that we will have scientific development, harmony, stability, improvement in the livelihood of the people, unity among the ethnic groups, harmony in religion, good ecological environment and a consolidated border under the leadership of the Central Party under Xi Jinping and the policies adopted for Tibet” said Chen.
Comrade Raidi said that in these two months of his visit to Tibet, he has been to Shigatse and Lhasa to investigate the operation of Lhasa-Shigatse Railway and progress in construction of many water conservancy hubs. He also investigated the building of the cities of Shigatse and Lhasa, their economic development, guarantee of people’s life etc. On the whole, he felt that in the past one year, the TAR government has implemented the spirit of the second and third plenum of the 18th Party Congress, the spirit of the series of talks delivered by Xi Jinping, the important strategic thought of “To rule the country rule the borders, to rule the borders first make Tibet Stable”, the spirit of the important directives given at the 60th anniversary of inauguration of Sichuan-Tibet highway, Chairman Yu Zhengsheng’s demand of “Rule Tibet as per law, Build Tibet for the long term, win the hearts of the people and strengthen the foundation”, the spirit of the important speech made during the video conference on the occasion of the anniversary of 20 years of giving aid to Tibet and the spirit of the speech given my Meng Jianzhu when he had come to Tibet for investigation. “TAR is highly unanimous in thought and action with the Central Party under Xi Jinping, is undergoing steady development and is an embodiment of the thought of “Grasp firmly with both hands”. I believe we could hope for similar quality of work in the future.”
One, TAR Party and Government have made significant progress in its struggle against separatism and the important activities related to religion and festivals have been carried out successfully. On the whole, the society is harmonious and stable; the aim of ‘Continued stability, long-term stability and comprehensive stability’ mentioned by Xi Jinping is being realised and work in Tibet has got complete approval from the Central Party leaders such as Meng Jianzhu etc.
Two, in the field of economic development, the focus of the TAR Party Committee and the Government is sharp and solid measures have been taken for it. In the first half of this year, the rate of economic growth of Tibet was third in the entire country and Tibet is showing a trend of rapid and steady development. Development of important projects such as transport, resources etc will help solve the limitation of basic infrastructure of Tibet.
Peasantry and the herdsmen should be given more importance, the industrialization of agriculture should be supported and encouraged, value has to be added to the products of farmers and herdsmen, income of the people should increase continuously, industries that characterise Tibetans, are superior in nature, have potential and are clean; such as high end drinking water industries, clean-energy industries, ethnic handicraft industries, Tibetan medicine industries etc should be greatly developed. The momentum of development of tourism is very good and it has become a new point of economic development.
Three, The TAR Party Committee and the Government have given a prominent place to improving the livelihood of the people. In 2013, the expense of the regional finance on projects related to people’s livelihood was more than 50% of the total expense. The standard of education, fostering the old and medical treatment is improving every year. Centralised adoption of orphans and providing of ‘5 guarantees’ to the old people (guarantee of food, clothes, medical facilities, residence and burial) have been successful. The policies for bringing benefit to the people like employment of this year’s university students have been welcomed by the people. The income and the conditions of the productive lives of farmers and herdsmen, especially the condition of their dwelling has improved.
Four, TAR Party Committee and government has attached high importance to the work of protection of ecological environment. Since last year, a series of policies regarding the protection of ecological environment has been formulated and a series of very effective measures have been taken. A comprehensive evaluation of the ecological environment of the 74 counties has been carried out and the examination and assessment in important fields like mineral resource exploitation etc has been fully approved of by the Central Government.
Five, the propaganda within and without Tibet has been good and effective. In the field of propaganda outside Tibet, delegates sent abroad for popularizing Tibet, introducing Tibet and demonstrating Tibet have been actively organised; international teams of knowledgeable and influential people in aspects we are concerned about have received in Tibet for carrying out investigations and for experiencing Tibet. In the field of propaganda within Tibet, every central news channel have reported on every work, development and achievement of Tibet extensively from different angles and have popularised the positive situation of development and stability in Tibet. The reports of the Tibetan news channels are extensive, detailed and complete. They have demonstrated in an animate manner the development, stability and flourishing of the new socialist Tibet.
Raidi said in the end that he believes that Tibet will achieve greater heights in every work of development and stability under the leadership of the Central Party with XI Jinping as its general secretary.
Karma, Dorje, Li Suzhi, Zhang Peizhong, Liu Xu, Song Baoshan, Fu Peng etc. were all present during the farewell.
