India issues uniform guideline for Tibetan welfare

India’s Home Ministry has advised all state governments to allow and permit Tibetans living in the country to undertake whatever economic activities they may desire to, including taking jobs in the fields of nursing, teaching, Chartered Accountancy, medicine, and engineering. A copy of a seven-page guideline in this regard, titled as “Tibetan Rehabilitation Policy 2014″, was presented to Mrs Gyari Dolma, who heads the exile Tibetan administration’s Home Department, said the exile administration on its Tibet.net website Oct 21.

The Tibet.net statement said the document also covers matters concerning land lease, extending central and state welfare benefits to Tibetans and the issuance of relevant papers/trade license/permits to them.

The statement said the guideline seeks to lay down a uniform policy in all the states in the rehabilitation and provision of welfare facilities to the Tibetans living in the country.

It was not clear from the Tibet.net statement, however, whether Tibetans can compete for jobs in the vast state sector, including central and state administrative services, as well as state undertakings such as banking, insurance, postal, railway, defence, and state-run educational institutions and hospitals where citizenship is seen as an obvious requirement.

The Tibet.net statement said the policy guideline was issued after a number of meetings between and among officials of the Home Ministry, Ministry of External Affairs, concerned state governments as well as delegations of the Central Tibetan Administration. Mr KK Pathak, Joint Secretary in the Ministry of Home Affairs, presented a copy of the document to Mrs Gyari during a meeting, the statement said.
