The Shoton festival, the mid-autumn festival and the PRC National Day are on their way. The TAR government printed and distributed “notice regarding further implementation of the spirit of the 8 stipulations and further improvement of work culture” with the purpose of implementing the demands of the Central Party, Central Committee for Discipline Inspection and the Party Committee of TAR, as well as of building a more honest party, preventing the cropping up of unhealthy tendencies and creating a harmonious atmosphere as preparation for the festivals to come.
The notice said that in addition to implementing the demand of the Central Party and the Regional Party Committee to economise in a self disciplined manner at every level and every department, the cadres should abide by the “10 prohibitions” voluntarily:
- Prohibition on using public funds for shopping, for granting funds, gifting moon cakes, cigarette, alcohol, shopping cards, for online shopping , buying festival gifts;
- Prohibition on eating and drinking, inviting each other for parties using pubic fund in the name of festival;
- Prohibition on receiving cash, valuable bonds, vouchers and expensive gifts from subordinate units , individuals or individuals and units on which rights can be exercised;
- Prohibition on using training centres, guest houses, health centres, canteen of the units for merry making, eating and drinking illegally or for any kind of an activity for which an individual is paying;
- Prohibition on spending money by giving allowances, subsidies, prizes, any material object illegally under any pretext;
- Prohibition on using public funds under the pretext of organising or participating in any holiday, picnic or other activities for entertainment;
- Prohibition on participation in any form of gambling , superstitious feudal practices, setting foot on any occasion where unhealthy entertainment is carried out or participation in such activity;
- Prohibition on collecting money with the excuse of marriage, funerals etc.;
- Prohibition on illegal purchase, allocation or usage of official transport, let alone using official transport for visiting friends and relatives, receiving or dropping children or other family members from work or schools or any other personal purpose;
- Prohibition on bribery, nepotism or other such activities.
The notice also lay emphasis on every level of party committee sincerely taking up the responsibility of promoting this kind of a work culture, adopting practical and effective measures and making arrangements for deploying forces for the promotion of this work culture in their respective areas, departments and units. It said that the cadres among the party members and the leaders must sincerely study the spirit of the “8 Stipulations” of Central Party and “10 Provisional Laws” , “9 Demands”, “The norms of honest governance” of the regional party committee in an organised manner. We need to further impart education on the characteristics of the party, its work culture, discipline and integrate it with the activities of imparting education about mass line of the party. It is demanded of the cadres among the party members, especially the cadres among the leaders to demand “3 prohibitions and 3 realisations” from one’s own-self and take initiatives to strengthen the resistance against malpractices. The cadres at every level of party members and leaders, especially the members of the working team should, as per as the demand of “One post two responsibilities” strictly abide by the stipulations regarding honest and clean governance, set an example and take care of the management of further educating their regions, departments, cadres and employees of their units, families and friends, organise groups, mobilise troops, get a good grasp of and manage the problems that come up, give timely reminders, resolutely correct and prevent the cropping up of any kind of malpractice. The notice demanded that every level of discipline inspection bodies take up their responsibilities and go a good job, implement the spirit of the ‘8 Stipulations of the Central Party, “10 provisional laws”,”9 demands” of the party committee at every level, every department and every unit making it the main focus of their work. The degree of surveillance and secret investigations must be increased. Do not show excessive tolerance for incompetent leadership, people not following the restrictions and people flouting discipline. They must be handled well and their names exposed publicly for intimidating people.
