22nd April shook everyone in the world and particularly those of us in India as in the beautiful and scenic region of Kashmir- at the tourist spot of Pahalgam, 26 people were brutally killed in day light by terrorist. In what can only be described as one of the worst terrorist attacks in India in recent times, people around the world condemned this heinous crime against humanity.

I was not only taken aback but made to remember the 2008 Mumbai terror attack, where I experienced a similar feeling when studying in Dehradun then. I was flooded with news about this from the various news outlet that I followed and my friends both Tibetans and Indians on social media were quick to share their message of prayers and condolences to the victims – disgust and condemnation to the terrorist who carried out such a dastardly act.

Tibetans in India besides sharing their messages of condolences and supporting India on social media including the political head of the Central Tibetan Administration Sikyong (President) Penpa Tsering la, came together and rallied as a community and held prayer service. It showcased their solidarity with India and the victims of this heinous terror attack. Furthermore, in Dharamsala (Himachal Pradesh, India) which is seen as the de facto exile political capital of Tibet by many, the Central Tibetan Administration led a prayer service with all its staff, bureaucracy and parliamentarians taking part in it. This was followed by Tibetan settlements in India likewise carrying out similar prayer service towards the victims for e.g. on 26th April, the Poanta Cholsum Tibetan Settlement in Himachal Pradesh conducted a prayer service.

In this episode we engage with Lobsang Soepa, he is currently studying Tibetan at the College for Higher Tibetan Studies (Sarah) at Dharamshala. Born and brought up in Tawang, Arunachal Pradesh he is now telling the story of his land through artwork and illustration several children books. He helps the Students for a Free Tibet (SFT) and continues to learn more about Tibet. 

In this podcast, Lobsang Soepa shares his experiences and journey as an artist, his tryst with identity and India’s soft power capability. He has been working on the famed ‘Khando Drowa Sangmo’ folktale which is deeply tied with Tawang and tells us how comics are a means of preserving rich folklore passed throughout generations in this day and age. He stresses that artwork and illustration are means to gather support for the Tibetan cause. He further emphasises how his stay till now at Dharamshala (many refer to it as the exile Tibetan political capital) has been profound and life-changing.

ABSTRACT 

This study critically investigates the political representation of women in Tibetan-inhabited regions, with a particular focus on their roles within governmental and party structures across various administrative tiers. Despite the Chinese Communist Party’s rhetorical commitment to gender equality, Tibetan women remain markedly underrepresented in positions of substantive political authority. Utilizing a “division of labour” analytical framework, this research elucidates their systematic relegation to culturally and socially oriented domains which is the case of all women irrespective of ethnicity, while strategic spheres of political decision-making, state security, and ideological governance remain overly male-dominated. The study encompasses one province, twelve prefectures, two prefecture-level cities, one autonomous region, and 89 counties across Tibetan-inhabited regions. The findings substantiate two key hypotheses: (H1) that women are disproportionately assigned to roles that align with conventional gender norms within political institutions, and (H2) that ethnic minorities experience entrenched structural marginalization within China’s political apparatus. This study underscores the imperative for further scholarly inquiry into the intersectionality of gender and ethnicity within China’s political appointment mechanisms, particularly concerning the systemic constraints faced by Tibetan women in achieving higher political office.
